If celt51 is installed, this happens when building spice-gtk:

checking for python extension module directory... ${exec_prefix}/lib/python2.7/site-packages
checking for PIXMAN... yes
checking for SMARTCARD... no
checking for CELT051... yes
configure: error: CELT 0.5.1.x has been detected, but CELT support is no longer automatically enabled by default. Please explicitly use --enable-celt051 or --disable-ce

I suggest adding it as a dependency and enabling it explicitly
