Official ports (core, opt, xorg, compat-32) should include a copy of the GPLv3 in the ports tree (typically named COPYING) and a COPYRIGHT notice file since the handbook indicates that the Pkgfiles are under the GPLv3 and this is a requirement of that license.

The COPYRIGHT file could simply be a verbatim copy of the text from the handbook linked below:

For clarity, this means the addition of only two files in each of {core opt xorg compat-32}.
